With multiuser enabled, the 'init' command is responsible for doing various low-level mode changes. You need to be a superuser to run it. See the file /usr/docs/init.docs, but here is a summary (assuming nothing has been changed since my copy in GNO 2.0.4, and the /etc/inittab file is set to its defaults): init 0 Shut down the system. init 1 Administrative state. init 2 Multi user state with dialups enabled. init 3 Multi user state with networking enabled. init 4 Alternate multi user or undefined (usually undefined). init 5 Quit GNO. init 6 Reboot system (restart). init 7 Local state (multi user with no dialups etc.) init 8 Local with networking The various dialup/networking/local alternatives may be meaningless with the default /etc/inittab. They are intended to be used to start and stop various daemons which provide the services described.
