Most switcher problems are capacitor related. The capacitors dry-up from heat and age and lose effectiveness. The capacitors that are the #1 failure are the raw DC filters at input from the AC line. These are the largest tubular devices in the power supply. There are usually 2 of these with a value of 470 mf 200 volt or similar. Changing these will usually clear up the problem.
