In answering your question, yes it is possible to use a 15khz RGB monitor with VGA/SVGA PC input. This may be contrary to popular opinion, but it is not very difficult at all. There is a device called the AverKey that takes a VGA/SVGA signal and converts it to three different outputs: 15khz RGB, NTSC composite, and S-video. It costs around $100 to $150 depending on where you buy it. I would not buy it just to use an Apple RGB or a Sony television as a Mac or PC display, but if you have one on hand it works quite well.
