     The apple2e.rom file sounds like just the IIe ROM image. What you need is
a complete emulator package (including whatever ROM images are used).

     AppleWin is a good emulator for Windows users. You can get AppleWin_95.zip
from Asimov at ftp://ftp.apple.asimov.net/pub/apple_II/emulators/applewin/ .
